For users who would like to see rulers at the top and side of the editor, Screen Ruler provides a perfect alternative. You can find it here: https://sourceforge.net/projects/screenruler/
It will provide both horizontal and vertical rulers that can be modified in length and set to stay on top. The ruler can be moved to any location you want using the mouse and arrow keys, which are useful for micro adjustments...and it's FREE.
